Yes. the halter all do that but I have not found that causing a problem with a halter fitting. The only problem I have had with fitting a Peruvian halter is with it being too large or too small for the horse's head, meaning the part encompassing the nose is not in the proper place. It is too low or too high on the nose. The headstall part of the halter would need to be adjustable to allow changes in the fit.

I think when she said adjustable, she was referring to the throatlatch piece that slides on the nose/chin part to allow the halter to fit different sized horse heads. I believe they all do that...

That halter is not adjustable.

I do  not recall ever seeing a halter that was adjustable.
